Makes more sense to me than what we've been hearing. It lines up with the math I learned in college about discarding bounds if you didn't expect to come close to them.
Most importantly, if the article isn't out and out lying, it lines up with observed data.
Now then, in the last 6 days here in Ottawa, Canada, we've gotten over 60cm (2 feet) of snow and had the coldest winter in years. Just 30cm more and we'll break the all time record for snowfall over one winter. I was kinda hoping for a bit more of the promised warming. :-)

I noticed that when reading about Global Climate Change, authors use very different data sets based on the points they are arguing. Selective use of data in general harms the reader, but seems especially prevalent on this topic.
